HARRISBURG – The Pennsylvania House of Representatives today approved legislation authored by Rep. Tom Quigley (R-Montgomery) that would grade repeat violations of retail theft with greater severity for individuals who have completed an Accelerated Rehabilitation Program (ARD).

Recently an opinion piece was published in which the author came down very hard against school vouchers and the Educational Improvement Tax Credit (EITC). The issue of school vouchers has been discussed for some time here in Pennsylvania, in fact the House Education Committee held six public hearings over the summer on the subject. Although those concerns and the pros and cons of school vouchers will continue to be debated in the coming months, I believe your readers should know the truth about the EITC program.

Nearly 40 percent of Pennsylvania’s annual state budget is used to support public welfare programs, making public welfare the single largest expenditure in the Commonwealth, above even public education. In the 2011-12 fiscal year, welfare programs will receive more than $10.5 billion out of our $27.15 billion total budget.

Tom Quigley (R-Montgomery) to limit the ability of welfare applicants to shop for higher benefit amounts in neighboring counties by requiring the Department of Public Welfare to base benefit amounts on an applicant’s county of permanent legal residence.
